Added support for austrian official holidays. #8

Took the data from http://www.feiertage-oesterreich.at/. Configured State constants, but there are no official holidays which differ by state.

Thanks for your request. Would you mind adding support for php 5.3? This library still supports version 5.3 and therefore the new short syntax for arrays is not permitted. After that change I will nearly immediately merge your request.
