Upgrade to go v1.21
Upgrade to operator-framework v1.31.0
Upgrade to setup-go github action v4 and determine golang version from go.mod file
The code fixes are related to the upgraded packages and others steps from the upgrade docs (seen here: https://sdk.operatorframework.io/docs/upgrading-sdk-version/v1.28.0/)
