Following are the points covered in this PR

Removed existing stages of SAST 8.9, 9.0, 9.2, 9.3
Added stages of SAST 9.4, SAST 9.5 , SAST 9.6
Created new templates - CxSDLC-Template-CxSAST-9-6-1 and CxSDLC-Template-CxSAST-9-5
