Code Changes related to CLI 2024Q3 Release and TeamCity CLI 2024Q3 #267

This PR addresses the following:

1. PLUG-2025: [CLI] XML/PDF reports not generated when provided as args

2. PLUG-2083: [TeamCity]Logs related to CxOSASummary , CxOSALibraries , CxOSAVulnerabilities are not appearing in correct format.
