[All][Reports Page][v.44] XLS and PDF pages still download with no data. #17

Steps to Reproduce:

  1. Launch the site on any web browser.
  2. Log into an account with no data
  3. Enter into the reports page
  4. Download the PDF or XLS

Observed Results:

The data will download even with no data.

This is fine, system will change to download reports that are generated. Doesn't crash anything. Closing ticket as won't fix.
