Upgrade to Checkstyle 10.0 #341

Upgrade to Checkstyle 10 to sync with sevntu right now.

Tests run: 120, Failures: 4, Errors: 0, Skipped: 0

Well this is better. I get 96 failures on my local.

@romani Can you assist on fixing test failures? Everything else is passing on my local and I am not familiar with this test setup.
