My Portfolio drill #1

Hello there, I am using Heroku as a server and Github, well you know. I had been trying to make changes to my index.html, specifically to the <div class= "footer" that contains the <did class="footer_rightdiv media-icon and style.css code and the changes appear in the github files and in my code in my PC at home, and also in Heroku, but when I open the website and use the inspect element with chrome and firefox browsers I don't see any changes. I have google it by typing the question and I receive this: " I have updated my website but the old one is popping up still? It is what I am trying to say and the solution is not working for me. I had use the following code or meta tags :

I found this code in Stack Overflow. I had also try cleaning the cache in the browser and refresh the page, but nothing changed. I did read about the possibility that the server may have a problem, but that is as far I got because, I really do not know anything about servers cache. I will like some help here and I thank you from the start.
