A feature to limit the number of windows.

Also if you're being really nice: max. total tabs - i.e. if the max. total tabs is 20, I can open 10 windows with two tabs each, 1 window with 20 tabs or 20 windows with one tab. This can be used to avoid reaching a resource limit while maintaining flexibility as to how the tabs are arranged.

So I could set the number of tabs and number of windows to a really high value, and instead limit based on the total number of tabs.
