Please lift over-specified constraints on package dependencies #39

cgi constrains the versions of its dependencies quite a bit, but none of those constraints are actually necessary: http://packdeps.haskellers.com/feed?needle=exact:cgi

This can be achieved by editing the Cabal file on-line on Hackage, btw.
