Subsystem filtering for the udev monitor #27

When creating a new monitor, a filter can be added so that events from only one subsystem will be seen.

Hi @micsurin, I would suggest to check that the previous version keeps working. Other than that I guess I pull this in.

I tried it with nodejs v6.16.0 and v8.11.4, but not v10 though.
