Add Virtel Web Access Driver #13

Added a driver for Virtel Web Access. Currently using this with some MF scripts using Virtel and it works great.

I'm going to change the dependency from watir-webdriver to watir. I hope this doesn't effect you. Let me know if you have concerns.
