Cannibalize S3 file from the aws cookbook #223

We want to eventually replace the aws cookbook (https://github.com/opscode-cookbooks/aws) with chef-provisioning-aws, but we can't do it in one swift blow. There needs to be a migration path for users and our first idea is to start pulling resources into provisioning 1 by 1.

First, do S3 file which we need support for.

Is there any update on when this may be done? The current situation where one cannot use the aws cookbook and chef-provisioning-aws is somewhat ludicrous especially since the bug was originally reported over a year ago in #68.
