Implements #10 and #26. Allows a user to to set the timeout of the Test Kitchen run as a parameter to the delivery_test_kitchen resource.

Bump, would it be possible to look into merging this? Would be a welcome change for those of us using Windows.

I've been using this code for several months and have not had any issues. I too would very much like to see a merge on this.

Bump. Do the maintainers have any thoughts on this? I'm wondering if there's a reason why this has not yet been merged.
