Remove Ubuntu < 12.04 support #184

Canonical no longer supports releases of Ubuntu earlier than 12.04 so I think this is safe to remove.

Should help close https://github.com/hw-cookbooks/runit/issues/178

I'm moving this to 2.0.0 milestone. Even though these platforms that are no longer supported by the vendor, I believe this represents a breaking change.
