Add build for opensuse aarch64

Description

This adds a configuration for a build for openSUSE Leap 15.4 for aarch64 hosts. While this is likely to work with most of the providers that support aarch64 images, I have only tested this locally on VMWare Fusion on my M2 macbook. I don't currently have a parallels license to test with. If there are better ways to test this (maybe non-locally?), let me know.

No specific related issue at the moment but there are a few open about ARM support for various other distributions.
