Create content for Mentor page #52

This page would have:

  1. A create button that creates group.

  2. A search bar that supports filtered searches.

  3. The name of group should be modifiable and discord link can be added for their community easily.

  4. Tags should be mentioned while creating new group ( like we add tags while creating issues).

  5. Anyone can join the groups but after logging in.
