Styled WMS zoom/panning behavior deteriorates once it reaches to full extent and zoom in is applied #79

What steps will reproduce the problem?
1.Run demo StyledWmsWithOpacityAndPointInfo where styled USA map is added as an 
overlay
2.Zoom out until you see the world's extent with some white margin from the 
borders
3. Start to zoom in again

What is the expected output? What do you see instead?
Normal expectation would be a styled wms that responds correctly to the zoom in 
and out however in this case styled wms does not respond to zoom in and keeps 
the size and position when it was zoomed out regardless of the zoom in and 
panning.
