Introduce sidebar with ToC #31

The main content is also a list of prs, but it only shows like three items at a time. This suggestion is to double down on that, but augment it with a sidebar.

Let's not, since around https://github.com/chelmertz/elly/commit/57dc09c782df8a3793feacfdd44fc4d67e84fa6d, I'm pretty happy with the layout.
