fix 'all' button #4

'all' country button acts weird

Can you define "acts weird" -- I tried and it seems to be working OK

hi @tpoisot

I was thinking the 'all' button should probably be unchecked when you check off other countries. It also overwrite the existing selected countries if you toggle it while a subset of countries is selected.
