Various queries to support edit form generation now have filters injected to filter literals to the desired locale.  If these queries/filters were modified to allow for a fallback language if the desired language is not available, it would make the behavior more similar to that of the existing data display internationalization where filtering is applied after the query results are returned.  Ideally such behavior could be refactored into a central location.
