VIVO-1944: i18n - Exception when editing Page name

This bug can be seen when editing a page's name in the siteAdmin, in the scenario where i18n is not enabled.

To reproduce:

• Ensure runtime.properties has language support disabled

  #RDFService.languageFilter = true
  * `languages.selectableLocales` commented out

• Navigate to "siteAdmin" -> "Page management"
• Click on the pencil icon on the row of any of the pages
• Change the "Title" or "Menu Item Name"
• "Save" --> BOOM!
