Adding this issue per discussion during 15 Nov 2018 Ontology Improvement Task Force call.
There is a need for the VIVO ontology to be distributed with clear license terms – likely CC0 maximize adoption. If it reuses axioms from ontologies with other licenses (see accompanying issue VIVO-1622), an artifact should be created containing only those axioms that are VIVO's novel creation (even if they refer to entities from other ontologies). Interior axioms from referenced ontologies (e.g. subClassOf links between two classes outside VIVO's namespace) should be imported from separate files distributed in a manner (e.g., with attribution statements) consistent with their individual licenses.
