Updates panel should slide in with a CSS transition instead of jQuery animation. #635

The current code causes a bouncing visual effect as the div slides in because 
I'm also doing an animation that changes the width of its container from 100% 
to the width of the content area in order to simulate the div sliding in from 
off-screen.
