Make it easier for external dev to contribute tutorial #675

I have people asking me how to contribute.   From 
http://www.html5rocks.com/en/tutorials/,  can we make an obvious link how to 
contribute? Make the contribution process easy for those less frequent 
contributors.

We have a prominent "Contribute" link in the top nav of the redesign that'll be 
on every page.
