Slashes are significant in article URLs #740

Articles can be accessed with or without trailing slashes, and there doesn't
seem to be a canonical URL. For example,
http://www.html5rocks.com/en/tutorials/canvas/performance/ loads as does
http://www.html5rocks.com/en/tutorials/canvas/performance. I would expect URLs
without a trailing slash to redirect to the ones with trailing slashes.

This is important. For example, Canvas Optimization article embeds iframes at
using <iframe src="embed.html?id=...">, but without a trailing slash, the URL
is relative to canvas/ instead of canvas/performance/, giving a 404.
