BuildRelease.exe local only build clones the entire contrib repository. #318

What steps will reproduce the problem?
1.BuildRelease -v=version -l -d=path

What is the expected output? What do you see instead?
Would only expect cloning of secondary repositories required to build the 
version specified, using the current local path (current repository clone) to 
build the client.

What version of the product are you using? On what operating system?
1.3.0-beta Windows Vista

We are changing the build release into 2 steps 
1. Build the core library and their nuget packages
2. Changes to wiki, contrib, etc.
