Add possibility/option to always download EN subs as well instead of fallback

At the moment, it's only download to possible English subs if there are no 
Dutch subtitles available. However, I would like to download both subtitles so 
English and Dutch. That's not possible if the Dutch version is uploaded, as it 
will only download the Dutch subtitle version and discard the English one.

I would love to see an option to be able to also download English subs if the 
Dutch subs are available as well.
So instead of a 'fallbacktoeng' parameter, a 'alwaysdownloadeng' parameter or 
something like that :)

This seems like a small change. It will ALWAYS download the english subtitles. 
You can expect a fix for this soon.

This issue is fixed in the next dev. To enable this feature add:
downloadeng = True to the config section in config.properties.
