Remove prebuilts part 1: Android-only dependencies #1379

This is the first round of removing prebuilts and having them built during the main build process. It includes the following Android-only dependencies:

safe-iop
libpng
freetype2
libdrm
android-system-core (libcutils, liblog, libutils, libpixelflinger)
selinux (libsepol)
fuse
exfat

The new submodules use libpixelflinger from tag android-9.0.0_r30 and that seems to break the boot UI.

Closing this. DBP 10.0.0 will not require most of these dependencies.
