Please include COPYING and tag a version in your SVN tree #38

Hi:

I was looking to get your package included into Ubuntu (and possibly debian
if they accept it).

Your SVN tree currently doesn't contain a COPYING file indicating the
license.  Would you mind including a copy of the GPL w/ the SVN tree so
that when it gets exported this is included?

Also, you dont indicate versions anywhere in the tree other than svn revno.
 Will you be tagging versions or always operating off SVN revnos?

I do not plan to version the patches.  consider the svn revision the version 
number.
I've added the GPL license to the package.
