[TalkBack] Defer notifications while in phone calls #125

What steps will reproduce the problem?
1. Make/get a phone call
2. Happens when you switch ears (disturbing the proximity sensor), sometimes 
just answering the call announces who you are speaking to from the 
notification, etc.

What is the expected output? What do you see instead?
Absolutely no speech output while a phone call is in progress.

What version of the product are you using? On what operating system?
Latest on Android 4.0.4 with my Droid 4.

This is a highly annoying behavior.  Most of the time when I answer a call, I 
have to ask the person to hang on a minute while Talkback finishes reading my 
notifications and telling me who I'm on the phone with.

We don't want to silence all speech while in a phone call, but we should defer 
speaking notifications until either touch exploration or hangup.

I would like talkback to always speak during a call.  If you add the feature 
requested in this issue, please make it a user option.  I've missed important 
notifications because talkback was silent during the call.

I'd like to see talkback more reliably not interrupt the conversation. I think 
at least that if the proximity sensor is triggered, talk back should not be 
able to be made to speak, regardless of whether it is by gestures or just 
explore by touch. If I hold it up to my ear, it should become completely 
unusable. I have issues with this on my Motorola x running 4.4.2.
