Made sidebar fixed width

Description

1) Makes the left sidebar a fixed width (it was previously changing sizes depending on the page you clicked on in the menu) 2) Fixes the width on the user dropdown (it was too wide before)

1. Try clicking through all the menu options in the left sidebar, and ensure that the three divs (left, main, right) all remain the same size.
2. Try resizing the window and ensure the same thing.
3. Click the user drop down at various window sizes and ensure it is an appropriate width.
