Causing "Android OS" to use considerably more battery #140

What steps will reproduce the problem?
1. Noticed android OS was using more battery than my screen.
2.Factory reset.
3. Installed all suspect apps 1 at a time 2h between watching for Android OS to 
spike.
4. After having this app installed for 2h noticed Android OS had passed all but 
WiFi and screen.
5. Charged to 100% to reset usage. 2h after unplugging Android OS was the #1 
battery user.
6. Uninstalled and repeated step 5, Screen was #1, Android OS was #6.
