Extend PHP version check with EOL date for PHP 8.1 #115

PHP 8.1 has been released six days ago.

Note: although technically this will be an enhacement, let's include it in a patch release - it should have been part of 0.18 release :-/

Also remove PHP 7.3 EOL date as soon as it hits the past (in 5 days).
