Improve Waypoint handler - Optional building position selection #9

Need to have an optional selection in the waypoint handler dialog if the waypoint is on/in a building so that positions within the building can be selected.

Note to self: I can probalby reuse some of the functionality in the Spawn Garrison module for doing the building position searching. Just need to come up with an intuitive way to pick the positions other than a drop-down list. Can still use the list for the first version but need to lay framework for something that can be used inside the zeus 3D view.
