aliases option does not work in config file #140

What steps will reproduce the problem?
1. enter  the aliases option into the conf file instead of using it at
command line
2. the aliases won't get recognized

What version of the product are you using? On what operating system?
Mongoose 2.8 on Debian ARM

Please provide any additional information below.
Starting like this works:
mongoose -aliases "/cgi-bin/=/path/to/cgi-bin/"

In conf file does not work:
aliases "/cgi-bin/=/path/to/cgi-bin/"

Try without double-quotes in the config file.
Shell drops double-quotes and single-quotes before passing the argument to the 
program.
