Re-enable RFI issues #47

It would appear that a PHP upgrade has broken the RFI vulnerabilities within 
the various applications as the "/etc/PHP5/php.ini" contains the following line:

allow_url_include=Off

Should be able to change the above line and get RFI working again.

Fixed on master VM for 1.0 release.  Made change in files:

/etc/php5/apache2/php.ini
/etc/php5/cli/php.ini

Also moved directory /etc/php into version control (under 
/owaspbwa/owaspbwa-svn/etc with symlink in /etc).
