Record a review for a ticket which already needs changes #3

If there are 2 persons reviewing a ticket, if the first person request the review of the ticket, the second person will not get points for the review.

At the start ticket is in needs-review. After the first review, it will go into needs-changes. The second review is done when the ticket is in needs-changes...so the new needs-changes request is ignored
