New version with fixed setCode #76

Once #75 is merged, for the fix to be active, we need a few things to be done:

[x] release a new subwasm version: see https://github.com/chevdor/subwasm/releases/tag/v0.20.0
[x] update subwasm in CI for the releases: Cumulus, Polkadot does not require any update
[x] update subwasm in srtool - see https://github.com/paritytech/srtool/pull/64
[x] publish the new srtool image
