Ship compat headers chewingio.h and others #628

Describe the bug

0.9.0-rc.1 removed some public headers which caused FTBFS

e.g. https://github.com/fcitx/fcitx5-chewing/issues/23#issue-2411361307

We should ship these headers for compatibility
