fixed it - made a full reimport on Unity 2019.4 LTS, downgraded the Windows XR package to 2019 suitable version and cleaned the build folder (fully removed WSABuild folder) - also you can put and assembly definition - just don't forget to add all of the dependencies
you can also change the default package folder for NugetForUnity by changing the NuGet.config to suit your needs. If all is done correctly - on the start of Unity you should see 2 DLL added to the User Path + on the Build AppX BUild - you should see 7 warnings
Please check out the Unity 2019.4 LTS version - it doesn't work with it as it requeres XR Managment System of higher version. Also, please update the NugetForUnity, remove Nuget.config and let NugetForUnity re-init it once again.
