add common functions and objects to site-wide library

[x] move functions aMean and gMean (from Number.java) to some discrete distributions
[x] move all random functions in Util.js to some discrete distributions
[x] convert all /logic/ Java classes into javascript
[x] convert all /set/ Java classes into javascript

ALSO use Sphinx to automatically generate docs for the jslib. this is the equivalent of a style guide for JavaScript. May need to copy this issue over to continuum repo.

see https://github.com/chharvey/chhlib for the library repo. keeping this issue open until implementation of THIS repo is complete.

Things to update:

[x] all links to mathjax local config (now at http://chharvey.github.io/chhlib/mathjax-localconfig.js)

update: scratch the other repo. The chhlib repo will not be used for development. It will only be used for hosting files, e.g. mathjax-config file, images on other sites, etc. All JS library files in development (and Java files in dev, to be converted into JS) will go into this repo at /core/scripts/.

Update: This issue is no longer assigned a milestone for this project, as it is now an issue for continuum. This issue is kept here and used as the main issue, linked by the alias on continuum#1. Once this issue is closed, close the alias issue on continuum repo.
