Add AI 'house bots' #4

Add dynamically spawning AI to the zones that will help to keep the gameplay interesting when there are low numbers of players in zone. AI should have special abilities/extra hp to allow them to be competitive plus extra rewards for killing them.

Largely implemented (functionally, admin-only). Still to complete: threat system for MP and additional variety in bots. (AI's currently spawned in only pursue the host player).
