Teleport pad collision prevents vehicle from driving away

Issue is complex to fix due to the requirement of simulation on this item for it to do it's effect. For the time being this is not a critical bug because if you use the teleport correctly (while driving at speed) the inherited velocity when you are teleported back is enough to clear the pad safely.
