Scraper tagging #71

Adds tagnews as a dependency and runs the location and category classifiers as each article is scraped. After this is deployed we will be very very close to a fully automated tagging system!

Awesome! Just FYI: I think Kevin's planning to add the h5py dependency to the tagnews package. See chicago-justice-project/article-tagging#92

Version 1.0.2 on pypi should install correctly, let me know if you find otherwise!
