Two comments about the data in the raw FOIA folders:

can we rename these files? there are a lot of spaces, special characters, etc in the filenames ('P052262 - Responsive data Generated (2).doc')
regardless of whether we rename, we should make sure to include a README.md file in each raw folder with an explanation of its contents and a link to where we obtained the source data from.

My goal was to centralize this kind of information in the file datasets.csv (to which we need to add a source column). I am not sure it is necessary to add a README.md in each raw folder and I would rather not do it unless necessary to avoid nesting information too deeply.

After chatting with @Thibauth and @lorenzomasoero we decided to have a single README.md in the raw/ folder with a plain description of each folder. We will also include links there and in the datasets.csv file.
