Add CDS admission visual

What does this PR do?

Add visual to show changes in applicants and enrollment. Originally was going to split into two but i think this looks ok. Let me know what yall think.

How was the functionality tested and verified?

All steps should be completed in the order presented, and you should not move on to the next step until the previous is completed.

• [x] The title of the html page is the same as the chart.
• [x] The meta_data.json file is filled in correctly (the description is a complete sentence, the title is the same as the visual).
• [x] The chart and its associated pages have been minified using the npm run process-visual command.
• [x] The visual is styled similar to other charts (centered title/subtitle, no legends unless absolutely necessary, etc.)
• [x] This visual was approved by the lead developer.
• [x] The visual was approved by the story's stakeholders.

I love the area graph and the series labels! I think it clearly shows the story we're trying to tell and I do like that it's in one graphic so that the comparison is more direct

Some notes:

• How does it look with the "0" on y-axis starting at the 2014 enrollment level? might make the difference in enrollment easier to see, and 0 is not as meaningful in this context anyway. could also try maximum being 40000 and moving the label below the red series although that might not look as clean
• Minor: I would lowercase the group names in the series labels?
