Create SFX when player doesn't have permission to cast a skill #488

There are several reasons a player can't cast a skill:

  1. No mana
  2. No range
  3. No cooldown

We do need a sound effect to indicate they can't do that at that moment.

Please, try to make 3 variations for us to choose one of them.
