Remove Github Action "Deployment" from PR triggered builds #351

include g++ in installed operating system packages (required by dependency)
rename and restructure github actions to not "deploy" in a PR

This change should fix the master docker deployment issues. Also makes the PR builds a bit less confusing by removing the "deployment" notification as we aren't actually deploying anything...
