State Details Page Improvements from Initial User Interviews

From our December use interview and our January 3rd conclusion action items we want to make the following updates to the State Details page:

1. Shrink the top graph (cut it's height in half?) so you get into the main content faster

2. Link citations below graphs to the about page's sources heading so folks can get more details

3. Link to terminology page when relevant terms come up (e.g. "CO₂eq (learn more)")

@derekeder - let's also tweak this language to make sure it's accurate when we say "X% of buildings are fossil-fuel free". In our call you mentioned this may actually be more so, "X% of appliances in buildings are fossil-fuel free", like if a state mostly uses electric heating but most still have gas stoves, most houses are still using fossil fuels.
