Add Gesture Recognition component

Task

Implement a component responsible for:

• Precisely estimating hand keypoints
• Detecting and classfying gestures
• Estimating pointing direction

Find an efficient model. If it's not possible to use in Python directly, create a wrapping library (see our OpenFace port) and deploy it to PyPI. If it's too hard, prepare a container-based component.
